Federal Programs

Title I

Title I, Part A is part of the Elementary and Secondary Education Act (ESEA), reauthorized as the Every Student Succeeds Act (ESSA). It is the largest federally funded program supporting elementary and secondary education. The purpose of Title I, Part A is to ensure that all children, regardless of family income, have the opportunity to obtain a high-quality education and meet challenging state academic standards.

Through this program, schools receive additional funding to provide extra academic support and learning opportunities for students most at risk of falling behind. Title I funds may be used to hire teachers and support staff, purchase instructional materials and technology, provide tutoring and extended learning opportunities, and strengthen family and community engagement. By focusing resources where they are needed most, Title I, Part A helps close achievement gaps and supports student success.

Title II

Title II, Part A is part of the Elementary and Secondary Education Act (ESEA), reauthorized as the Every Student Succeeds Act (ESSA). This federal program provides funding to increase student achievement by improving the quality and effectiveness of teachers, principals, and other school leaders.

Schools and districts use Title II, Part A funds to recruit, hire, and retain effective educators; provide professional development and coaching; support new teacher induction and mentoring; and strengthen instructional leadership. The goal of Title II, Part A is to ensure that every student has access to excellent teaching and learning experiences that prepare them for success.

Title III

Title III is part of the Elementary and Secondary Education Act (ESEA), reauthorized as the Every Student Succeeds Act (ESSA). This federal program provides funding to help ensure that English learners (ELs) and immigrant students attain English proficiency and achieve success in academic content areas.

Schools and districts use Title III funds to provide language instruction programs, tutoring, and supplemental materials that support English language development. Title III also promotes family and community engagement by offering resources and opportunities to help parents of English learners participate meaningfully in their child’s education. The ultimate goal is to ensure that students learning English have the support they need to thrive in school and beyond.

Title IV

Student Support and Academic Enrichment (SSAE) Program

Title IV, Part A is part of the Elementary and Secondary Education Act (ESEA), reauthorized under the Every Student Succeeds Act (ESSA). This federal program provides funding to improve students’ academic achievement by increasing the capacity of schools to provide all students with access to a well-rounded education, support safe and healthy schools, and improve the effective use of technology.

Focus Area A – Well-Rounded Education

This focus area provides funding to expand access to high-quality courses, programs, and enrichment opportunities. Examples include science, technology, engineering, and math (STEM); the arts; civics; advanced coursework; and other programs that give students a broad, balanced education.

Focus Area B – Safe and Healthy Students

This focus area supports programs that foster safe, healthy, and supportive learning environments. Schools may use funds for initiatives such as drug and violence prevention, mental health services, bullying prevention, social-emotional learning, and activities that improve school climate and student well-being.

Focus Area C – Effective Use of Technology

This focus area helps schools improve the use of technology to enhance academic achievement and digital literacy for all students. Funds can support access to technology, professional development for educators on digital tools, and innovative strategies for personalized and blended learning.
